Certification for Veteran-Owned Businesses

WHAT?
VBE stands for Veteran Business Enterprise, and VWBE stands for Veteran Woman Business Enterprise. Both certifications denote that a veteran has majority ownership and control of a business entity. VBE / VWBE Certification is not based on gender, race, company size, number of employees, or profitability. 

WHO?
Any veteran-owned business can apply for VBE / VWBE Certification if the company meets the criteria of majority ownership and control of the business. Majority ownership means at least 51.0% of the business is owned by a veteran (or veterans.) This is established through careful review of the legal paperwork associated with the business. Control of the business means that the veteran owner(s) is the final decision maker for all aspects of the business - financial, production, contracting, etc., and has control of the business entity in all aspects.

WHY?
Certification to prove that a business is majority owned and controlled by a veteran is required if you wish to participate in programs which require utilization and tracking of veteran-owned businesses. Having VBE / VWBE Certification is the only way the purchasing agents have confidence that a business representing itself as a veteran business is in fact veteran-owned. Most publicly held corporations, as well as larger private corporations, have supplier diversity programs that seek to do business with veterans. Many local and state governments, and certainly the federal government, have purchasing agencies to track utilization of women, minority, and more recently veteran-owned businesses. Business owners say that having VBE / VWBE Certification is important to them because it adds credibility to their company, as well as being part of their development strategy for business growth.

HOW?
VBE / VWBE Certification is obtained by first completing the application and providing required documentation. The application requirements include detailed information supplied by the business owner and copies of business documents. Once the application and supporting documentation is received, it is reviewed by the certifying entity. Final steps in the application process include a personal visit to the applicant's place of business. NWBOC has enlisted only the highest qualified, independent individuals to review your application and make site visits. In addition, all reviewers and site visitors have been thoroughly trained by NWBOC.

NWBOC has enlisted only the highest qualified, independent individuals to serve on our Review Committees across the nation to assess your application and to make site visits to your place of business. Committee members represent both the public and the private-sector, and include attorneys, current and former business owners, CPAs, bankers, and business consultants. All committee members and site visitors are fully trained by NWBOC to ensure consistent, fair, and accurate results. In addition, NWBOC has been fully vetted by corporations as well as government entities that accept our certification.

The buyers and procurement officers have told us that they appreciate our diligence. The women business owners have also told us that they also appreciate our thoroughness, but in addition they trust us to keep their company information and application documents secure and private. ** About NWBOC:  More than 20 years ago, visionary women business owners came together with literally hundreds of corporate and government procurement officers, representatives from SBA and the federal government, and entrepreneurial leaders to get their input in creating the first national certifying entity. NWBOC is the result, formed in 1995. A nonprofit 501c3 organization, NWBOC was the first national certifier of Women Business Enterprises (WBE). NWBOC is also an approved Third Party Certifier for the U.S. Small Business Administration's Woman Owned Small Business (WOSB) and Economically Disadvantaged Woman Owned Small Business (EDWOSB) contracting program. The Veteran Business Enterprise (VBE) and Veteran Woman Business Enterprise (VWBE) applicants will undergo the same rigid process for certification that NWBOC has had in place for women owned businesses since 1995. The VBE certification process consists of a thorough review of a company's application to ensure it is at least 51.0 percent owned and controlled by a veteran. If the applicant company is owned by a female veteran, she will also receive the VWBE certification at no extra charge.

The application process for VBE / VWBE Certification
  1. The applicant sends the completed application to NWBOC.
  2. NWBOC office checks to ensure that the application is complete with supporting documentation.
  3. The application is forwarded to one of our national Review Committees.
  4. If the committee has questions arising from the documentation in your application, NWBOC will contact you for clarification.
  5. A visit to your place of business will be arranged and conducted by one of our trained site visitors. Results of the site visit are sent to the Review Committee.
  6. The NWBOC Review Committee meets again to make final decision.
  7. The applicant is notified of the decision and if certified, a certification packet is sent. If the application has been denied certification, a letter is sent stating the reasons and stating the appeal process.
  8. You must renew your company's certification annually, whether you have VBE / VWBE, WOSB or EDWOSB Certification through us. However, the process is a relatively simple one after the initial certification, especially if there have been no ownership changes.
